Hi! I downloaded the Workshop Framework and the Sunshine Tiding Co-op plan together and removed them both together, I'm assuming it was the Workshop Framework causing the issue but you never know. Removing both fixed the problem. So - the bug is that workshops only have the "Search" option...

I'm using Icebreaker Settlements, USO, Place Everywhere, Scrap that Settlement (don't use in RoTC settlements) and PCDoug's Build a Wall (used to be circles and triangles). I'm liking the mods that add pieces I can use to link buildings together and make walkways that settlers can path through...

I think you're exactly right! I didn't put it together, but doesn't happen since I took care of those raiders for them. I had a similar issue in Bunker Hill where a dialog was waiting for me, but that time it just crashed the whole game.
