The new hospital, sanitation and cemetery plots are all municipal plots. If they don't show up for you after you've got the unlock message you can use the holotape to Tools/Advanced Tools/ Reset Building Plan Cache to try and force an update.

Knob Defence is actually an Advanced ( 2x2 so as you say, no help here), but it's set as a Settler Discovery so likely only very few people end up unlocking it.
