I build the plots first. Then I plant the crops and assign the leftover/unemployed dude after the others have been (auto)assigned to plots.
This is irksome. More so if you use WSFW to increase how many plants 1 Settler/Recruit can work. You just have to order the Recruit to work this plant...
A quick test I run at the beginning of a new game (Xbox here) is to check the Chemistry Station at Sanctuary: If I see the option to craft a Town Gavel, I know that the SS is installed and ready to go.

That's how it works. Every mouth in your empire (outpost or vassal) consumes 10 Rations and 1 Food, except captives: they consume 5 Rations and 1 Food.
With a 5 recruit start, I usually play something like:
Warrior on at least 5 Vanilla Crops to food the troops
Worker on Ag plot for Rations...

The beds in two of your 17 Residentials aren't counting or registering as "beds."
Drop two vanilla beds somewhere in the settlement and then see which of your two dirt farmers start sleeping in them. Provided you know where these same dirt farmers are suppose to be sleeping, this should reveal...
I finally gave up trying to make it work because of the odd crashes. The worst for me, in Survival, was crashing on sleep.
