Yes and no.
While it is possible, it might not be feasible.
Modders are limited by the available voices in the game files unless they want to go and create their own. (either recording new lines themselves, hiring voice actors, using tools to alter the existing audio) Once this is dine they have...
Its a contest entry. The only things required are FO4 and SS2.
They may have recommended add on packs but not having them wouldn't cause the plan to fail/crash.
Did you check Nexus?
I found these in just a few minutes of searching.

My understanding is that the bed marker is a necessary part of the residential plots.
Now if you are able to create an SS2 bed marker with the charging station animation markers it might work. I don't know if it is even possible to restrict the new marker to only allow bots so it might take some...
My guess is there would be at least some level of scripting necessary to make this happen.
Now as you are wanting a mod to interact with SS2, if this is something you truly care about, I recommend that you be the one who does the necessary legwork in order to make this happen and not rely on...
Both of these things already exist in one form or another.
I have a water themed Caravan Plot in Tiny Living.
Pretty sure XV has a schoolhouse in their pack. (iir it a recreational plot)
@SarahAda
Please stop and think about what you are asking.
Firstly, you appear to the dictating commands to a group of volunteers working on a labor of love. I hope you know how incredibly rude that is.
Secondly, you are creating an issue of a non issue. You are asking for an rework of the...
As a request has been made by @Krieger48 (i am unsure if it was deleted or just not showing atm) I am providing links to the tools necessary to create your own add on.

No. I stated that if you have identified a need then you can create a solution for it.
There has already been a discussion of different sized plots.
It is possible for plot designers to only use some of the space when designing plots. Plain Plans and Bare Essentials do this with their beds...
If you have identified a need for a type of plot that you want there is Zero reason why you can't make those plots yourself and publish them for everyone else to use.
All the tools are available for free from the SS2 Wiki page. I am more than willing to provide links is requested.
Assuming Chapter 3 has features similar to SS1 Conqueror (and that is a big assumption) then someone (read not the SS2 team) can create a faction pack for them.
Once built I don't think there is a way to only allow certain settlers as owners.
Now it is possible to tie a plot unlock to a certain event (like finishing a companion quest) and making the plot selectable only by the player.
This way the player can assign the companion to a plot and then...
Its all about not forcing your play style (or opinions) on others.
Let people play the game in the way they enjoy.
And while this freebee from the CC isn't something you want, there are other things that might be of interest later.
Sorry, that's not how this works.
I have no idea how you are trying to mod your game, if you are using a mod manager (like Vortex or MO2) or doing it manually. I know Nexus has tutorial on how to start using their options so you might look there.
As for not finding the right tutorial I don't...
