Question Settlers just stand around

This isn't a large settlement issue. It's a brand new save, I have three settlements (one prebuilt with conqueror) Ten Pines, Sanctuary and Red Rocket and I JUST built red rocket with a city plan. The settlers never do anything they just stand in one spot, If I leave and come back they change locations but they don't work on plots, or walk around or even do idles. They just stand still as if frozen. There are maybe 5 people at sanctuary, 3 at Red Rocket and 8 at Ten Pines. I know it's a script limit issue for larger settlements but this i cannot find any posts about.

Assuming the problem you're hitting is the same, the end of the first thread indicates that the team can't replicate the problem and so aren't working on fixing it.

I see. I wish there was a sample load order to use as a guide. Nearly every mod that exists says either put at the END of the load order or at the Beginning of the load order. They cannot all be at the beginning or end. I'll find no help here. Thanks anyway.
 
Assuming you're hitting the same problem I was seeing, it's not an issue with load order. I reliably reproduce the problem with SS three-in-one as the only mod installed.
 
I have a bit of new information on the topic.

I did two tests.

for the first one i made a new MO profile wih only workshop framework and sim settlements 3-in-1.
I used workshop framework to unlock all settlements and startd building city plans. i built arround 15. Even with all of them at level 0, the problem appeared.

The second test, given that the earliest report i saw on the topic was from a few months after the Compacted city plans update back in december. I tried replacing every single city plan (in my regular profile, not in the new test one) for the complex version (not compacted as of yet) and the problem dissaperaed. I'm now testing more and letting the cities grow to see if the problem apeared, but i think it might be related to the compacted city plans having it easier to hit some engine limitation or something like that.

If the others having the problem could test the complex city plans to see if the same happens to them it would be great.
 
I'm having this problem and I'm starting a new game because of it. I'll play a few hours and report back.

EDIT: I started a new game and played around with 4 settlements for a while, one with the complex plan, one regular and two from a contest pack. The problem started quite early on in every one of them. Refreshing the city plan fixed it temporarily, but it always reoccurred when I traveled away and came back. I looked at a few mod lists from other people who have this problem but we don't have mods in common. (I could only find two of them though.)

I had also seen someone mention that skipping Sanctuary and the quests there worked for them, so I did that and it made no difference.

This isn't anything new at all. I accept it as normal behavior now. Assigned settlers are not where you think they are supposed to be. They wander all over the settlement without rhyme or reason. In my last playthrough, the only npc's that more or less stayed around where they chose to were the Abernathy's. Blake was in one store, his Mrs was in another, and Lucy became a barmaid.
