Question City not Updating to level 1, resources are 100%. How?

I added 100% of junk needed for city update in Sanctuary Supply section and also added 500 caps with no deficit and in City Planner it said all 100% reached. City Automatic update put ON. Waited a couple of days but city dosn't updating. Also tried to update manually but it is not updating (option Update City). City plan is RotC Sanctuary. Current city level = 0; 16 settlers from 15 (16/15). Playing with mod Horizon with Simsettlements patch. But not builded nothing from Horizon yet. Just done the quest Sanctuary.

Food, water, defence and needs will also need to be met by default, a certain level of happiness is also required (70 for level 1), plus a certain amount of time will need to pass (can't remember what the figures are). The scrap percentage is just one of the requirements.

Thanks for helping.
I found out that I had city automatic updates OFF that is why it was not updating. Turned it ON and after a few days city plan updated to level 1.
But I don't know HOW to Update if automatic city updates are OFF (if set to manual). Do you know? There is an option - Update City - shoul I choose this option in order to update city plan?

I've actually never tried it on manual, but I think there should be an option via the blueprints on the planner's desk, update city sounds right. If in doubt about trying something, you can always save before trying.
