Question War Planners Desk

So I've placed down a War Planners Desk down at Red Rocket. I went through all the dialog and told it to remove everything and go from there. But Conqueror removes the War Desk and puts down a City Desk, Is this something that is meant to happen or is it a Bug?
 
Sounds like you told it to start building a city plan. I can't picture doing so via a war desk, it's usually done via a city planner desk. Anyway, city plans will only give you what was designed into the plan, that almost always won't include a war desk, you'll need to find a spot to build your own if you want one.
 
I put the War Desk down, put a leader in it then asked if I wanted to destroy everything and start from scratch, I said yes then IT removes the War Desk and puts in the City Desk...
 
So literally a single war desk is removed and a city desk is added in it's placed, no other items removed or added? Sounds like I misunderstood the original post, first time use of city plans has been a frequent cause of confusion to new players, but I now assume it isn't that.
Does this happen again if retried at the same or different location or has this happened to anyone else?
I've got a stripped down load order at the moment so can't easily test myself.
 
Its done it with Red Rocket twice on two new saves and just done it to the Castle as well. Will be looking at others too. But yes i put down a war table, tell it to build a "plan" and it removes everything in the settlement, adds a City table and builds everything just like a city and not an Outpost, so in red rocket I had a store on the roof... i don't even know if its meant to be lioe this at all.
 
Ah, so my first answer is correct, you told it to build the settlement for you, and that's what it's doing. No bug, it's working as intended. If you wish to pick a specific city plan you'll need a city planner's desk built from which you can select the plan which you wish it to build.
 
So the War Planners Desk don't build a city for you then? Just the City Planners Desk?
Technically neither desk is building the city for you. The city planner desk lets you set which of any available plans for that settlement it will use if it starts building (via the blueprint on the desk) and also provide access to the city management holotape options (via the terminal). Usually you need a leader to have a city plan build, either desk can be used to set a leader to that settlement (there are some differences between the types of leader which each sets), when you do so the the mod will ask you if you would like the settlement to start building for you. If you set a city building, the Rise of the Commonwealth systems will control the building.
On another note, if it you want a settlement to be an outpost rather than a vassal, you may find it better to build it yourself. The city plans mostly predate Conqueror, and even then tend towards being lived in towns. There are some exceptions, but most don't make very practical outposts. Building them yourself will give you much more control over the types of plots and numbers of beds, and of course having a war-desk.
 
Alright so doing it ones self for Outposts, its sad cos I'm not a good builder haha but thanks very much for the info. The war desk is new to me and have seen some vids on it but ones I watched didnt answer my question so thanks!
