Internal World Spaces. Would this even be possible?

Okay, so please excuse my stupidity if this is something that has already been suggested and shot down, but I'm working on the assumption that internal world spaces do not have an impact on the overall external world space of FO4 and going from there.

I'm wondering if for example Sanctuary could be made into its own internal world space (IWS)?
This idea wouldn't get rid of Sanctuary itself but would consist of a wall that ran around the whole settlement and the IWS of Sanctuary would be accessible by a gate similar to say Whiterun/Solitude in Skyrim.

I realize that this would have to be done after the player had left and probably after Preston and Co. get there (which would mean some way of transferring those NPC's into the IWS) but I was thinking that this could help with the problem that Kinggath referred to as "the triangle of death".

Similarly, I was thinking that this could possibly be done with Nahant (providing the walled area didn't include the Sheriff's Dept. due to the Institute Quest that starts there and the Red Rocket just outside the existing wall). This, if possible, could allow another large mega-city to be created in the Commonwealth.

I'm just putting my thoughts into writing here, but I'd be interested to know if this could even be possible?
