I play Horizon with all Red Baron patchs. Still unbalance.
The city plans as no initial cost. Is that right?
If yes, this make a lot of unbalance even in a non horizon game.
A plan must cost all the necessary mats for start.
Also the plot cost are very low.
I m not sure how hard is implement that. If too difficult I understand.

Not really, all the settlement scrap is used.

Additionally, the player can contribute but with city plans, the concept is that the settlers built it not the player? Thus, they use all the scraps and leftover crud and repurpose it.

There are many - many threads in the forums discussing the balancing. In the city manager halotape you can also make it much more difficult to progress.
