Question Town meeting gavel spawns settlers in wrong spot

Hi,

When I use the town meeting gavel to call a meeting, the settlers often spawn somewhere else, even well outside the settlement.

I have narrowed the problem down to the compact city plans, for the following reasons :
- rolling all the way back to 4-1-6 fixed this problem, so it seems to be introduced in version 4-2 onwards.
- until my recently started new playthrough, I was using complex city plans and I didn't have the problem with them. So I tried loading an old save that used the complex city plans and I didn't have the problem.
- calling the meeting in a settlement before a city plan is selected does not have the problem.

Is this a known bug? Hopefully it is something that can be fixed, not just a problem with my game. I switched to the compact city plans to improve performance and reduced crashing around settlements, but I really like the town meeting function and don't want to have to make to without it.

(BTW, I have 3-in-1 and I don't used conqueror)

EDIT : At Oberland Station, when I call the town meeting anywhere inside the build area, the settlers spawn well outside it. When I call a meeting outside the build area, the settlers spawn near me, but will not follow me into the build area. Even commanding them to walk into the build area doesn't work - it's like they can't path to it. Could this be a navmesh issue?

EDIT : Using the ASAM Maintenance Software to call settlers to their jobs or homes works as expected. So in theory, I can probably get by without calling meetings. But I'd still like to know if this is just my game or a known bug.

There was talk a while ago on the [ver.4.2.3] settler pathing problems thread where I showed that the pathing problems are related to compact city plans. I've since started up a new play through on SS 4.1.7 and 1.0.12 of the city plan pack to avoid the problem. But it also means that when I got to Spectacle Island, I don't have any city plans for it.
 
This thread was set to solved a while ago (presumably because I said I had some workarounds), but I am curious if this is a recognised bug and if it is "on the list". While it is not game breaking, it is very irritating.
I believe KingGath said in the latest patch he had finished his bug list, so maybe this could now be added if it is indeed a bug? It has persisted with my games (including new playthroughs) ever since I started using compact city plans.
