Question Is there a way to roll back city upgrades to prevent crashing?

I keep getting crashes when I visit Sanctuary. I also keep getting prompts asking if I want to upgrade since my build limit has been reached and I always hit no. I'm okay with rolling back as long as the shops don't go away. Quality is already low and I've tried the adding the papyrus lines to the ini. I also have 16 settlers at Sanctuary (1 more than the limit of 15). How do I make this extra settler go away?

Specs: i5 4460, GTX 1070 ti mini, 16 GB DDR3 RAM

You can, in workshop mode "move" them to a different settlement. Or, if your comfortable with console commands and the use of them, use the Disable command.

You cannot roll back the city progress apart from via a previous save.

Which city plan did you choose? And, do you have other Red Rocket and or Abernathy farm as either built up cities or settlements? (Thereby causing the triangle of death).

The default ROTC Sanctuary city plan.

I keep getting prompts asking if I want to continue building beyond the build limit and I decline each time although I'm not sure if there are separate limits in place for each settlement or for all settlements as a whole. Because if they're for the game as a whole, I should stop building new settlements right?
 
They are for each specific settlement as they level up. It it reaches the build limit, no more stuff is added and the city plan will not complete correctly. If your PC cant handle it, I would recommend you build your own city. However, if you want to use city plans in say a few settlements, turn of the build limit. Let the city finish, just dont add any more stuff yourself. Its what I do, mostly, as my PC is like a potato, most of the time.

I never add anything by myself. It's as vanilla as things can get to the city plan but I still get crashes. Also am I supposed to get multiple prompts asking if I want to go over the build limit? I seem to get a prompt every few visits to Sanctuary even though I decline every time.
 
Depends on your answer and your settings in the holotape.
If your settings are to respect build limits, each time a city upgrades it will ask if you want to go over. IIRC there is a choice to make, regarding this time only, or for this city upgrades for all subsequent upgrades. (Not 100% sure on that, as its a while since I have seen it, as turned the respect option off)
There is an option under settings - local to turn off the build limit. Therefore, you can do it for each settlement as you see fit. I believe the option under performance options regarding the build limit is global. Therefore if you have global respect build limits, city plans will request your input regarding exceeding the limit as they upgrade, expect the local ones you have set to off.
