Question Settlers and Merchants behaving weirdly in Sanctuary

Sometimes the merchants behave like normal settlers and you can only enter into a normal trade with them like you can with anyone else living in the settlement. Assigning them to the commercial plots they used to run cleared their entire inventory. I then went to diamond city and returned and they were back to normal. But this happened again after a few hours.

Also one time I couldn't see any of the shopkeepers so I searched around and found all the settlers gathered around for no reason

I had to fast travel away and come back after a few hours for things to be normal and merchants to be behaving normally.
 
A lot of the trade dialog does depend on what time of day it is. If you talk to a shop keeper outside working hours, they will do the standard settler dialogue. Talk to them within trading hours, no matter where they are in the settlement, they will then shop trade with you.
The standing around could also be time related. Again, outside trading hours, the little darlings like to socialise. They will gather round a rec plot or a rec marker. If you have none of these built, maybe they are drawn to a farm plot for some other reason. Are you manually building, or is it a city plan?
 
I use the default city plans for all my settlements.

Oh, it might have been outside of working hours but since they were still standing in their respective shops behind the counter, I thought they would engage in the shopkeeper/barter talk instead of standard settler dialogue

Yeah sometimes they do that. In your settlement are there any rec plots ? If there is not a rec plot near by, that might cause them to stay at the job plot after hours until bed time. It is weird sometimes.
