Solved Odd Bugs During Settlement Quests

I very recently started a new game with version 4.2.7 of the 3-in-1 and 2.0.0d of Workshop Framework. I'm not using Conquer or any other settlement mods. I have experienced 3 strange bugs while completing settlement related quests and I'm not sure if they are related to Sim Settlements or not.

I checked the bug sections on fallout.fandom.com/wiki before reporting here.
  1. Kidnapping at Outpost Zimonja: I was told by Preston that settlers at the outpost need help. I thought that was odd because normally Boomer and his gang of raiders start out there. Sure enough when I arrived the quest markers were on the raiders which could not be engaged with as setters that need help. I killed them and failed the quest.
  2. Taking Independence: The mirelurk queen was already walking around when I arrived at The Castle for the first time. The Minute Men and Preston would not attack it, but instead carried out the mission as if it weren't there. When it came time to kill it, the mirelurk queen remained calm and I killed it easily. I was able to complete the quest.
  3. Old Guns: The quest wouldn't advance after stage 600 which is when you are instructed to build artillery and assign someone to it. I had to manually set the stage to 700 so Ronnie would acknowledge that it was built and in operation.
 
I sounds like you may have some other conflicting mods.

  • Post your load order as it may help identify issues.
  • Run xEdit with show conflicts to see if any other mods is overwriting some or all these quests.
  • Make sure you use LOOT to order your LO
 
It's not conflicts. I ruled out all of the typical obvious problems before making this post. The only overrides are from Unofficial Fallout 4 Patch.

The main reason I made this post is to see if anyone else has experienced these, to my knowledge, undocumented problems before.

In short in all my time of playing FO4 I have never experienced the specific bugs you mentioned.
 
I get the quest for outpost zimonja to help settlers from Preston - which fails because boomer and gang are not settlers. I always take it before I let the quincy 5 out of the museum. Preston doesn't send me there.
