It's been a while since I've been on here. This mod, is it only for the creation of settlements or can it be used during normal play as well?
 
It can and should be used by anyone and everyone that is involved in settlements in any way in game.
It has a lot to offer and the more people that use it the more features KG will roll out for it.
Well, is there a manual on its use? Some of it, to me anyway, isn't self explanatory. Also, if something was to be added, having a "copy and paste" function would be nice. I hate piecing together the same thing over again, such as defensive towers.

The Workshop Plus layer system might be what your looking for.
 
There is a Workshop Plus for XBox, and it does have working layers. I believe that you XB players have to craft the "Layer Module" in the Chemistry Station. Once you have the layers going you can build something on a layer - blueprint that layer - and replicate the built object in any settlement.

XBox players are not able to create layouts. You can use (build ingame) someone else's created- and uploaded-to-BethNet layouts.

--an aside--

I have a set of 18 layouts for Red Rocket which are basic-to-complicated blueprints to be copied between games. My intention is to eventually release them on Nexus and BethNet. However, the building of a layout does not put the results onto a layer (yet - KG is backlogged with work at the moment).
