Question Vanishing city plan and leader assignment during build

I went to Tenpines Bluff during my current run and there was my settlement halfway through L1. But, the HUD did not show a level %, which was odd, and when I selected Manage City Plan at the City Planners Desk, it only had options to assign a leader and select a new plan. I then went to check out a few other settlements, some of them had also lost their Leader and City Plan mid build.

I can see how a city could stall due to a script error (but still retain its leader and assignment), but I've never seen a city simply lose its plan. (Canary didn't flag anything either.) Including Tenpines, I had around 10 settlements actively building. I don't think this is a problem since I've had this many or more on prior playthroughs before. I did install AAF at some point. I uninstalled that mod and went back to a save (several actually) from before that installation. Still, the problem persists.

My questions are: has anyone else had this problem and is there a way to recover from this?
 
In each settlement where this happens, try:
City Manager Holotape/ Tools/ Configuration Tools/ Data Reset/ Rebuild Local Data
This will recalculate the data stored by Sim Settlements, which can get lost sometimes depending on the state of your save file.
 
Hey, thanks for the reply. I was not aware of that option.

Unfortunately, it didn't work. From the description of "Rebuild Local Data", it would seem that it doesn't actually restore the city plan itself. It only fixes problems down the line from that.

Also, the path is City Manager Holotape/Tools/Configuration Tools/Rebuild Local Data (no Data Reset level).

I'm thinking that what's needed is a master settlement "City Plans in Progress" list, the local city plan info, and a means of synchronizing the lists in case something happens to the local data (or vice versa).
 
Sorry to hear it didn’t work. I had this bug on a save two years ago but haven’t seen it since. However, that bug may likely have been to me changing load order while play testing mods. Bugs like the one you are having seem to get reported a couple of times a year. So far there has been no way to reliably replicate it, it’s just something in that person’s save file and starting a new play through with the same load order it doesn’t repeat itself. So there has been no way for kinggath to investigate a fix.
