Question MCM Option "Shelter Mechanic" - ON or OFF?

Does this turn on the BYPASS, or the MECHANIC? It defaults to ON. The description says "this option bypasses the buggy mechanic," but doesn't indicate either way.

I have tried both ways, and still have my "shelter score" in settlements randomly tank.

In order to turn the shelter mechanic completely off, which should this be set to? I have heard different answers from different people.
 
I don't have the definitive answer, but I'll give you another anecdotal one.
I always have it turned to off. Even though the shelter score in the happiness report may be low, it doesn't seem to affect my final happiness calculation, so I assume it is just being ignored, rather than always set to 10 out of 10.

Well there's a good question too. Since the Happiness Report uses the Framework, I assumed it would take that setting into account; but it's possible it's just reporting on what the base engine THINKS the shelter score WOULD be....
 
I have no idea. I've seen my settler needs report (taken thru the City Manager Holotape) read less than 10/10 with this setting set both ways. I still leave it OFF though, under the assumption that the defaults tend to be set to mirror Vanilla behavior.

So I always just spam happiness plants and rugs in my settlements just to brute force past the dumb shelter penalty because I never knew if I could trust the report or the HUD meters (HUD is wrong a lot, and the report is kind of tedious to pull up so I don't check it often enough to get a real feel for its accuracy).
 
I don't think rugs and plants (or paintings etc) have any impact on happiness. Only certain vanilla stores, the SS bar and medical commercial plots, some vanilla equipment from DLCs like barber chairs, and SS entertainment plots add to happiness (and you can get temporary increases from things like completing minuteman quests for that settlement or donating alcohol and drugs to the desk).

I think the happiness report just reports on the value the game gives, but it is ignored when calculating happiness if the shelter mechanic is off.

I have some rugs and plants that definitely do provide happiness. They have smiley faces on them in the build menu. I think they are creation club? I couldn't tell you which one they came from though, since I don't intentionally browse and buy them. I just grab them up as they get offered for free.
