when i uninstall sim settlements they can path again

ive tried moving it to the top of the load order and to the bottom and nothing works

ive tried cleaning save with fallrim

uploaded load order
 
theres a lot going on in that load order, honestly, i don't know where to start.
here's the thing, what you are describing, doesn't happen, and has never happened, in my own game. going on reports in these forums, it doesn't happen in most peoples games, but there are outliers, and obviously you are one of those outliers.
so, what to do?
well, if you've uninstalled the mod, then good luck. remember you'll need to start a new game.
however, if you haven't uninstalled it, and you have your current load order then good news - you get to start a new game.

start a new game with this mod, ufo4p, ws+, workshop framework and mcm active - conqueror if you run it, or not if you don't.

start a new game, save just before you leave the vault.
do the starter quests with codsworth. save.
quit.
load your mods.
one at a time, and see how you go.
eventually you may get a repeat of your issue - hopefully you don't. if you get a repeat, make a note of the mod that you loaded last. remove it, start again, see how you go.

One other thing....I suggest getting and using the LOOT tool. It isn't foolproof, but it's quite usefull as a starting point. The tool will also give you a load of info about what mods are doing in your game, and will tell you about conflicts. That part alone has saved me from chucking a mod into the trash on more than one occasion.
