So I did the diamond city mission to get a load of chems for recruitment(pretty op, possibly nerf the mission if you are doing a raider playthrough devs) So, I put chems in to get 2000 or so resources for recruitment. Still tells me I'm at 0 raiders tomorrow, so I go do some random quests to pass time, maybe waiting doesn't get men. I still haven't gotten any troops, and it took some resources from me. Tips?

I have sunshine tidings co-op as HQ
Sanctuary and Red Rocket as Outposts
Trying to get troops to finish the quest with jammer to steal stuff from a civilian settlement, but they all have turrets and stuff so I gotta get a bunch of men, when I took 5 I was so close before all my men died
level 15 or so
10+ hours in playthrough(I leave the game running when I'm away sometimes)
