Solved No City Plans Availible - Quests tied to settlement

Hey folks,

So I'm currently using the SS 3 in 1 (Version 4.2.6) along with the Year 1 Mega Bundle of mods. I'm currently unable to build any City Plans sadly. When I do the start up, everything works just fine as in the videos K's posted, and I proceed back to Sanctuary and build a City Planners desk, I then teleport Codsworth from Starlight Drive in to me and assign him leader, however when I select City Plans, the game states there is a quest associated with my settlement and asks if I wish to proceed anyways, I select yes, and WHAM. "There are no City Plans available for this settlement".

I am also playing Survival Mode, which makes backing up my saves a real ball buster as I've tried my hardest to avoid using the console at all costs.

I've tested this at other settlements like Red Rocket Gas Station and Starlight Drive in and they also say the same message about a quest being active for the settlement and then that plans are not available.

Here is a snap of my current mods list:

I've been scratching my head wondering what could be conflicting here for a solid day now and older posts don't seem to share the same issue.

Any help would be greatly appreciated!

rise of the commonwealth has a few i think - but you're better off downloading the city plan mods - they have individual esl files so you can pick and choose the ones you want.

Main issue is being unable to see them. I just downloaded a few separate ones as suggested and they aren't working either. The same issue is persisting.

The 3n1, has city plans for near all the locations.

what quests are outstanding that you mentioned above? have you completed the starter quests with codsworth?
are you running any kind of start up mod?
i've never had any pop up about outstanding quests - ever - so no idea what thats about.
if it doesnt work you may want to consider starting a new game given that you're playing pita mode and probably dont have a save to rollback to.

And here's my Load Order. I tried uninstalling all SS mods and reinstalling but the same problem comes up again, only this time it says Sanctuary and Red Rocket Station City Plans are unlocked and when I select City Plans it again says there are none available.

Im sadly 48 hours in on this current save, so Id rather not do a restart if it can avoid it. As for quests I checked and it seems I was given a quest to help the farmers near the glowing sea by Preston while he was in Sanctuary, however, I've since started Taking Independence with him because I was doing other Minuteman quests on the side for him, so I never completed that one.

Yeah, there should be a pop-up saying “city plans are available.”
But that is way at the start of the game.
At least that is what happens in my games.

the two lists do not match.
The fallout 4 patch overwrites tons of stuff.

I don’t know of it is the issue but if you flipped them, then it is already in the save file. Also, if you uninstalled anything? Then who knows?
If your game is running good otherwise and you don’t want to restart then you maybe stuck doing it old school which is still better than vanilla.

I uninstalled, and then re-installed everything and started a completely new game. The issue still persists. I completed the quests in Sanctuary at the start for Sturges and Preston and it still says I have quests tied to the area, then I click proceed anyways, and it immediately states no city plans available.

This really has my noodle goin haywire lol

Welp. I 86'd the 3 in 1 version and Installed SS, RotC and IR all separately and that somehow fixed it. City Plans are available and everything works now, even on my old save. No idea why the 3 in 1 isn't working.
