Solved Solar Tower Quest

After forums searches and looking everywhere for details I simply can't find something that explains how to activate the solar tower properly.
The industrial revolution tech tree's guide's solar tower tab appears to have been deleted. I've done the advanced research quest and I know about the c-finder thing and the solar panels, but I've gotten stalled after finishing the former quest.

Anyone know an up to date guide for this or a better explanation than the bits and pieces of information I've been able to find?
 
All the solar tower does is give you access to solar panels and the encrypted schematics. If you have it powered up thats about it for that plot. It is a requirement for making the c-finder too. Hope that helps
 
What's required for the c-finder then? And while I have the encrypted schematics and am able to build solar panels I'm not sure what quest/what quest steps are involved.
 
Advanced weapons facility. Once you have its quest complete Cue will give you a list of things you need. Computer research assistant for unencrypting holotapes, you only need to start the quest not finish it. The c-finder way worth all the effort
 
Does he only talk to you after you've done the other quests involved in this? He never engages in an actual dialogue despite the fact I've done the quest that has you wandering all over the commonwealth.
 
He mostly just talks to himself, belittling you while giving hints at what you need to do (no direct conversations as far as I remember). Some details are found either on notes or the terminal in his plot.
 
He mutters hints to the Advanced Weapons quest. From what I remember you can't directly talk to him till you have that quest complete. You gotta have the encrypted schematics from solar tower and have them unencrypted in the computer research plot. Then he will start dialog for the c-finder.
 
It took a lot of messing around with scraps of information from forum posts and you guy helping out but I finally got it to the point I could use the c-finder.

Sim settlements is genuinely the best mod ever made for this game, but the hunting for clues aspect of this is easily the worst part of it. old 90s adventure games aren't something one should want to imitate. Thanks!
