Question RoTC Missing Leader/Level

Alright, so I have been off in Far Harbor for a while and I have updated SS several times (I never installed conqueror, but I have all the other SS mods).

Well I finally returned and went back to some of my RoTC settlements except all of the leaders I have for those settlements are unassigned. The settlement is reading as if it NOT a RoTC settlement at level 0, but all of the plots and objects are there.

For example, County Crossing was at max level so the entire settlement is built up, but Cait is no longer the leader and the settlement is at 0.

When I reassign Cait, it asks to "start building" and resets everything. Well sort of, Some objects don't get scrapped such as my IDEK logistics station which leaves a bunch of floating objects I can't scrap.

I used hammer thingy, but those items just persist.

I'm guessing an update down the road botched things up, but I have no idea what update since I haven't been back to this settlement in months.
 
Every once in a while someone reports an issue like this. So far, there's been no reliable way to replicate it so it's tough to figure out the cause and solution.

You can try to go to each troublesome settlement and from the MCM or the City Manager holotape run the configuration tool Rebuild Local Data. However, you would need to go back to a save from before you reassigned Cait and rebuilt the city. This seem to help in some cases.

Yeah I tried to do a search through the forums and no solution seemed forthcoming.

So far it happened at the mechanists lair, and county crossing. I just reset the mechanists lair since it wasn't fully built when I left anyways.

Resetting county crossing causes a huge amount of problems. Several of the objects in the settlement won't clean up properly, so I get a lot of duplicated doors and some plot items don't go away either. I can scrap them with enabling extra object selection, but meh.

Through testing the problem seems to be as follows:

The settlement is completely unregistered from the RoTC system. No level, no leader. If I assign a leader, it wants to "begin building"

Cait still seems to be registered to the city planner desk (she highlights as being assigned to it) even though the desk itself has no leader.

The plots in the settlement appear to function normally. I tried doing a local reset of plots, but it was taking upwards of 5 minutes to reset each plot (there are 20 something according to the script).

So for all intents and purposes, it is functioning as a normal SS settlement (not RoTC).

I am also going to head to outpost zimonja next, I suspect I will see the same problem there too since all my commonwealth settlements have this issue so far.

My current solution is to just assign Cait as a city leader for the traits and then add stuff to the settlement manually from here on out. It is too much trouble to reset it and the game seems to function normally.

Since this is an unknown problem, I will give some background on my game.

This particular save game has 465 hours on it.

It has over 255 mods (esm, esl, esm).

It was started after Industrial Revolution came out but before RoTC. It has received countless updates as given the frequency of updates that SS mods get.

County Crossing is using the original complex city plan. The city was at level 3 when those plans were simplified, so I installed an extra esl to keep the complex plan since it was already built.

Still, despite all of this, my save game rarely crashes in general. I DO crash with this settlement if I run to it because of all the objects loading. I have to WALK to it to allow it to load up, so it is heavy on the system.

I would estimate my last journey to this settlement was within the lower 400 hour time-frame in which everything was functioning as expected.

I could revert to a much earlier to save to pinpoint the time frame, but since I can get it in a functional state now, I will probably just resume playing as normal unless I encounter additional problems.

Anyways, this wall of text it to say, there are a lot of factors that can go into why something went wrong.

I will likely revisit some of the RoTC settlements again after I reset them to see if they repeat the bug or not. If it happens, I will update further.
 
It's not so much background details that are needed, but reliable steps to reproduce the exact issue from a minimalist load order setting - so that Kinggath can use the steps to figure out and fix the bug. Which is usually really tricky, since it's hard to tell at what time things went wrong and what one possibly did around that time.

Yes, the leaders become unregistered, which is why the "Rebuild Local Data" can help. This command recalculates all SS related data for a settlement and updated it. And as you say, reassigning the leader and let them build will revert the settlement to level 0.
 
In regards to "Rebuild Local Data", Is there any notification when this option is selected that says when it is finished or that it is even working? When I hit the button for this, I never get any feedback that it is doing anything.
