Question unable to place Sim Settlements plots or go to settlement menu manager

Hello,
My name is Daan, and i've been playing Fallout 4 for the first time. i've been loving it and not in small part because of Sim Settlements. It makes the game much more immersive.

However a problem turned up. My pc ran into some problems with my SSD where Fallout was located. And after consulting some Tech eggheads they recommended me to restore my PC. Well i did so... Reinstalled Fallout and all the mods i had because i didn't have them in my back up. Everything works like a charm all my mods work fine, including Sim Settlements. But Sim Settlements only works as intended on the settlements already founded and set up with a leader.

The plots individually don't show up under the special tab and the menu manager doesn't give me the Sim Settlement icon to go to the menu. I've tried disabling Menu manager to see if the plots show up with that. But no succes there either. I thought it may have to do with not activating the Holotape, so i loaded up my holotape in my inventory from the Freedom museum, that loaded fine. so i went to get a new tape from the Mayor shelter, tried loading that. still no change. i've made sure my load order is right. but just to be sure i will post it in here below my message.

Please note, i am new to modding and am just following what i see most people do here. I hope it can be fixed because i would like to start new Sim Settlements in Fallout.

I thank anyone in advance for helping me out.

I do have the Holotape, i found a rebuild local data option. I ran that. both inside and outside a settlement. restarted the game too. no result. my workshopmenu still doesn't show any of the Sim Settlements plots or the menu in Settlement menu manager.
 
Have you tried the Menu repair option in the Settlement Menu Manager holotape? If that doesn't work there are a few posts here about missing the SS menu. The search function isn't always good at finding them, but if you try "Menu" and "missing" there should be a few with more helpful tips. Hope it works out!
 
Thank you for answering Tinuvia, I just tried that. didn't do anything. i am pretty certain it's on Sim Settlements side. even when i disable Settlement Menu manager i still can't access any of Sim Settlements stuff. If i were to guess it's because i had to reset my mod manager and mods and had to redownload Fallout 4. The only way i got my save back is because it was stored on the Steam cloud storage. there might have gone something wrong with that. Could it be that because i restored my save with an already activated Sim Settlements mod, something fucked up with the loading of the holotape? This is just my reasoning but i'm an absolete layman on modding.

I'll look up other threads about the menu missing. in the meantime... the mod works. is there a way to just cheat in the city planning table? like with an item code via the console?
 
Bummer! The thing is, if the City Planner Desk, the SS Menu and the other furniture aren't showing up, it's likely something has gone wrong with your installation and consoling in the Desk would probably cause it to not have all the necessary functionality.

When you reinstalled all the mods, did you start from a completely empty mod manager? I've found sometimes older versions of mods can stay (partly) installed in the virtual folders. Completely deleting a mod and redownloading it has helped me at times. There's also the manual installation which really helps with Sim Settlements since the file size of the mod is so large.
 
From what i can tell, and i checked all the functionality's i can access. everything works as intended... i can change leaders... Upgrading goes as normal. As i was figuring out what was Wrong i saw constant pop ups of settlers upgrading their houses. And The Slog even went up a lvl.
I started completely from scratch with installing mods. I never modded skyrim intended to do that after this. I got most settlements good to go. It will have to do. I got most of the settlements going already anyway.

I really appreciate the help. I'll check out the other posts. see if there's something that might work.
