Question Weird bug?--- Cannot change flags in Vassals

So I wanted to decorate my vassal when ive stumbled upon this weird problem-- i cannot change the flag patterns from the change flag option from both my war planner desk and my city manager desk. When I select the option to do so, I get a message of "All your resources have been sent to nearby outposts, so there is no eccesive resource to upgrade." And thats it. Which is out of context and strange. Have i been doing wrong?

Is this still the case? I think I've fixed it since this post was made, but if anyone is still experiencing it I'll put it back on my bug list.

(Apologies for the long delay in a response. I tend to only visit the support section of the forums when someone tags me in for help and I wanted to clear out some of the Unanswered posts today.)

Yes, selecting the flag on vassal desks brings up this message 'all of this settlements excess resources are committed to nearby Outposts, they are unable to upgrade.'

I thought it was supposed to be that way in Conqueror until you got some sort of unlock that allows you to change the flag to your Raider Gang's colors (or whatever flag you want). Right?
