Question First settlement nukaworld

I picked the red rocket station at nukaworld as the first settlement to attack and thus it is my only settlement so far. However due to this there are no other settlements nearby and scouting won't help as even with tmm 1 in console there are still no settlements nearby. Thus I cannot progress as even the raid board tells me that there are no settlements nearby. Please fix this or add some item that let's me access the board from outside nukaworld so settlements will be "nearby". Or if there is an obvious solution do tell me. Thanks

If you don't feel like restarting what do you expect is going to happen here?
You went to the commonwealth and choose to pick the only settlement in a world space where there are no others.
If you follow the Nukaworld quest line you are forced to pick settlements in the commonwealth so this doesn't happen.

This should only be a problem if you are trying to make a vassal. You should be able to run an establish outpost on any settlement you have discovered from any other Outpost. I'd recommend running an establish Outpost raid on something like Sunshine Tidings, it's close to the station, or Red Rocket. Then do a move HQ via the War Desk. You can just leave NW RR unoccupied until you can redeploy troops there.

This is tough love advice: I'd also highly recommend making and keeping saves.
