Question....
In telling a story, going from foundation to level 3, when one places plots, there is no rule really except at the end of level 3, all plots are level 3 and that needs are met?
Meaning as an example, level 2 city just went to level 3 city. But the level 3 city plan now has some level 1 plots inserted?
Obviously placing all plots at lower levels would allow quicker city growth and upgrading to next level, but I am struggling doing such to fit a story of growth.
I think what I have most issue with is a level 2 plan, but now just have some level 1's. Yhe time will be longer before the next city upgrade because all plots would have to be level 2 at that point?
It works for me in my mega build, but are the rules against this type of staggering in a city contest?
