Masters Contest Rules

Fully self-sufficient at level 3. Want to leave some room so the story-telling can involve them solving those needs problems if that's an angle someone wants to take.
Would it be okay to build the city plan with a faction outpost design in mind, to include the needed balances based on Industrial, Advanced Industrial, Rise of the Commonwealth & Conqueror? Can that also be said of the DLC’s? Keeping in mind that Conqueror and the DLC’s aren’t required. I ask this because it would be nice if the builds kept those in mind seeing as there are those of use who are finding it a little difficult to adjust prebuilt’s to work with new plots & mechanics.

I would love it to be Vault 88, but there needs to be some new interior plots made to be used for the Advanced Industrial & Conqueror plots. I would also like to see some of these be made in some of the other size formats, but as interior plots.
 
It won't. That's a DLC location, and we can't use DLC according to the rules.

Considering it's 15-20 settlers, and vanilla, as an educated guess based on size, the most likely candidates are:
  • Sanctuary
  • Starlight Drive-in
  • The Castle
  • Spectacle Island.
From experience, Spectacle Island doesn't even load all the cells in, so anything built around the edges breaks in city plans. It is however, the biggest location.
Spectacle Island would be great because there are not very many city plans for that settlement that work on XBOX. It would also get more eyes looking at building in the triangle of death. The Castle would be cool also.

So long as Food/Water/Defense/Happiness are setup for self-sustaining at L3, the theme is up to you. Making it work out of the box as a normal settlement and an Outpost would be pretty challenging - but that's why we have the plot-swapping feature so folks can transform the place into whatever they need.

True, but the number of plots needed in each stage being balance before Conqueror, but being balanced after changing them is a part of the problem. It also seems that that puts some plots out side the city plans otherwise and requires new walls and defenses and rebalances.

To have this kept in mind throughout the build would be great.

I’m still working out how to grow a faction outpost from the ground up and have it be balanced. I’m not the brightest bulb so it’s challenging, but I’m also enjoying the challenge.
 
Are we allowed to spawn objects from the world space that are not included in the pbp or vanilla menus, that would normally be within the precombindes?

I think this should not be allowed as not everyone will have the knowledge on how to spawn such objects which will put them at a disadvantage to those who know their way around the CK or know other methods to obtain them.
 
Rule Addition: 08/27/2019 - All building plans used must be publically downloadable. In the past, we've allowed City Planner's to use building plans from beta versions or unreleased addon packs in their screenshots. That will not be allowed for the Masters contest.

Best guess? Either we'll be asked to install Transfer Settlements and run the export after judging is complete, or there's a plan in place to have someone do the exporting. Given the amount of work I anticipate being involved, my money's on the former.

Spectacle island would be cool if it actually was sub divided into 4 to 6 build settlement zones and have that many merge into one big island plan.

The rule you quoted means we can't use new/unreleased addon packs in the contest. As an example, XV has a pack in development called "Overgrowth". He sent me a beta - I've used those plots in a plan for settlement at Swans Pond. Currently, those overgrowth plots are not able to be used in the contest city plans, because no one else has them.

I think we will be getting further clarification on the "No Transfer Settlements" rule. I suspect it means we can't import pre-built structures (I, er, have a small library of those I have made), but if it is literally, we can't load Transfer Settlements at all, presumably the judges will be running all the exports.
 
I vaguely remember hearing or reading somewhere in one of the messages talking about this contest right around its announcement mentioning the Transfer Settlements rule was to prevent people working ahead of the contest start for this one. I believe that same message also mentioned we'd be submitting saves for the judges to export.

At least, I think that's what I remember, anyway. My steel trap memory has a bit of rust on it, these days.

Have I missed the official release of the Master Contest rules and such? Seems like you guys are already working on it? Or just guessing? Sorry, I am just confused at this point.

You'll turn in the save files without Transfer Settlements installed, and then after your saves are turned in, verified, and locked in as an entry you can install TS again to do your exports.

The rule you quoted just means what Yagisan was talking about. Was trying to prevent people from gaining an advantage in their build limit by creating things in the CK that they hadn't shared with everyone.

Mine is publicly available, technically. I have the download link posted on my Discord.
 
You can do whatever you like to it - if player's use the prebuild option with Conq, they probably aren't going to care, and if they are going to use a CP in the middle of their game, they will have to finish that to gain control anyway before the CP can even be placed to mess with things.
