Solved No City Plans Available

I have completed the quests for both RR and Sanctuary but when I try to select a city plan after choosing a leader it says that none can be found. Here's my mod list/load order whatever. Thank you for any help!

I usually have my load order, try putting them in higher in your load out :)

How do I modify my load order? I use Vortex to manage my mods.

Still, to answer your question.
In vortex you have to use groups and rules to modify the load order outside of what it does natively which is essentially Loot.

Rules are essentially the metadata configuration that is in Loot.
