If you ignore Jammer and let the settlements build can you still control them?

Long time lover of SS. Took a break from fallout for the last year and came back to discover Conqueror, love it! But I have a few questions about the mechanics:

1) If I don't complete the initial quest for Jammer and rescue Preston and the gang, I know I can proceed with the game as normal. But if I take control of a settlement which bas been built up by Conqueror will it retain all the buildings and such?

2) Assuming the answer to my question above is yes, if I take control of a settlement will it continue growing automatically per the city plan? Or will I need to make a companion come to the settlement and take the leadership of the settlement for it to grow?

3) I run Immersive Gameplay. Has anybody been running Conqueror with this? Any major issues/problems/conflicts? Will the insane raids happen to Outposts if I'm running IG? (IG makes settlement raids to a whole new level, you will frequently get attacked by 50 raiders in combat/power armor with insane weapon loadouts like miniguns and missile launchers). I have no issues running IG with SS/ROTC but haven't tried it with Conqueror yet and am not sure how Outposts will be affected.

4) You have the option of saving Preston and his friends when doing the Jammer quest. If I do that is it possible to be both a raider and build up a few outposts but also build up settlemenrs? Or does being a raider eliminate the option of running normal settlements even if you save Preston?

1. Yes the city plan and everything that is already built will remain in place,

2. In the City manager holotape go: Options > Gameplay > City Building > Leader Required. Set it to off and all city plans will continue to upgrade without a companion/leader.

3. You will need to buff the defence on all pre-built settlements if you are making raids more difficult. City plans are designed around vanilla NPC combat behaviour, the defences will be overwhelmed if you changes this behaviour with mods.

4. You are either a raider or you're not. The Minutemen are hostile to raiders, Preston and rest of them are MM. You can't play both sides without having them turn on you.
You can still build/own normal settlements as a raider as long as Preston, etc are not involved.

For the "Leader Required" in the city manager, I don't think I've seen that option before - if that gets toggled to off can you select a city plan for a city and it start building it without a leader? Or does this option just mean that you can take a settlement that is already on a city plan and it not require a leader?

100% on board with the city defense comment. Immersive Gameplay is very unforgiving with settlement raids. Fun as heck, but it can be absolutely brutal if you aren't expecting or prepared for the insanity.
 
With the leader option off, everything functions exactly the same as if you had a leader assigned. You can start a city plan from scratch without a leader.
Personally I dislike all companions except Cait, so I always have the leader option toggled off.

Yeah I've played through with IG before, I liked it except for the Modern Firearms patch was broke and the author was unresponsive. Don't know if that's still the case as it was a while ago.
