Question Start Upgrading after the Initial Startup

On the Xbox to my knowledge there is not a way to start the conqueror prebuild after initially choosing no to specific locations/no altogether to it. You would have to do them the normal way via Rise of The Commonwealth by starting the City Plan at the City Planner's Desk.

On PC there is a command that can be used to initiate it though I've heard it tends to be buggy to use it well after the start of game(understandable for sure since that's not the intended usage case) so it generally is just going to go better to start it from a new game or doing them the normal way with the City Planner's Desk which is found in the Furniture menu category inside the Sim Settlements one.

I would try Menu Rescue in the Settlement Menu Manager Holotape if the Sim Settlements category is missing. If that didn't work you could try the menu fixer in Settlement Objects Expansion (SOE). If neither worked then you unfortunately may need to start a new game or go to an earlier save that hopefully doesn't have the same problem. Though SMM works almost all the time for me. SMM's page( linked here ) does have some troubleshooting tips, though sadly things are more limited on Xbox in terms of what can be tried.

Just to double check: did you get the city manager holotape from the museum or one of the other locations and run it to initialize SS? It’s easy to forget with all the conqueror prebuilt action that you still need to get and play the holotape to get SS stuff into your menus.
