Not a bug Zoning Laws & other Options Not Present

Zoning Laws and possibly other menu options are not present within City Manager 2078.

According to Sim Settlement videos, there should be a "Zoning Laws" option available when City Manager 2078 Holotape boots, however, only the following menu options appear:
- ASAM Sensor Info
- Options
- Reports
- Tax Laws
- Tools

Note: I attempted Kinggath's recommendation to Stop & Start kgsim... then Start & Reload; however, Zoning Laws still did not appear.
Q: To "reload" the game, should I completely exit the game and start the game again or should I exit to the game to the Main Menu and then re-load the saved game?
Q: Does it matter which above is performed?
Q: Any ideas?

The holotape has been redone several times, here's the most up-to-date list of its options:



Hi KG, Thanks for the response and I love the mod.

The ticket was marked "not a bug" and I just spent a fair amount of time going through the videos at the URL above, however, I did not see (or hear) and references (that I could find) regarding "Zoning Laws" being Deprecated or relocated, but based on what appears to be a new by-design change (not a bug) feedback, I am assuming that the Zoning Laws were incorporated elsewhere (although it's not clear where).

I did find a Zoning Law URL (which I can't post) from less than 1 Yr ago, which seems to imply the features should be there in the mod in some fashion somewhere; I just can't tell where:
"Configure_Zoning_Laws"

Either way if I dig around enough I'll stumble across it somewhere.
