I use Advanced Recruitment Beacon by pra
Im wasnt sure if I had problems recruiting or if it was damned slow.
At least now I get notified of new settlers
Edit there seems to be a problem with greygarden tho. at least for me

Is your problem adding more settlers or getting settlers at all?
Put a beacon in an empty settlement. If no one shows up within a day, there’s gum in the works.
Want to speed up recruitment? Put a beacon in an empty settlement: when settlers show up, send them to (other) settlements where you want higher count. Rinse, repeat. By regularly emptying this recruitment settlement, you should guarantee yourself at least one new settler every time you come back to it.
I use Red Rocket as just such a staging area for Abernathy and Sunshine.

thought i would throw this out there but from what i've experienced about this i don't feel that it's a mod and is in fact a bug/glitch unintentionally created by bethesda since after a certain point this same bug happened to me.
but for a while i got around it with alternate recruitment from a SS Addon but now that doesn't work for those saves.
but i don't think it's a bug/glitch that affects all saves just a random few since it seemed to stop after a certain point and start after updates or other stuff from bethesda.
