As my title states i set my cities to build to level 3 thinking my computer could handle it and it could for a while but now i can't even go remotely close to any settlement with any city being built without my game crashing. (I have it so that settlements are set to spawn at different levels) Any chance i can change the settings or some how fix this?

If you had all city plans running at level 3 for a while, but then it suddenly started crashing, then I suspect you have a more serious error that probably cannot be fixed by merely degrading or eliminating city plans.

In any case, no you cannot change those settings afterward.

You could try opening the SS holotape and changing all the performance options to their lowest value. Pick one of the smaller, out of the way, settlements, and try to enter. If t still crashes, then something else is probably going on.

After trying this out the only place i cannot move close to anymore is sanctuary hills auto crashs no matter what. every other settlement is fine for me to visit.

How big is your load order? Did you add anything lately ? Anything at all? I have had issues on my computer where an Armor mod was causing me to crash at a settlement.
Also have you tried to see if there's a conflict using FO4edit?

leave your player as far as close you can from sanctuary before It crashes for some minutes (30 i'd say). then try again.

maybe you have plots waiting for loading or upgrading and It could overload the scripts

Edit: another solution that has just come to my mind is, to remotely destruct the settlement, but i think you must have control of the workshop first

My load order is very big and ive added a bunch of mods. (edit) but also the mod launcher for nexus says there are no conflictions in the mods.

Vortex mod launcher? I have never used that one so I don't know how good it is. Do you use loot to sort your load order? I would certainly suggest that you start there. Load order, Then start taking out recently added mods until the crashes stop happening. With large load orders things can get out of hand quickly. Also using loot will show you if you have any mods that have dirty edits that need to be taken care of.
Sometimes a mod will accidentally delete a record instead of disable it. This can cause other mods that may have touched that record to crash. Sometimes a mod may have records that are Identical To Master. Those can be removed. Loot and FO4Edit are the only way I know of to deal with those.
Please if anyone knows different please correct me.
