City involvement settings question

Well, two questions actually. First, will a city set to "Medium Involvement" eventually upgrade if you don't contribute any caps / scrap or will it just get stuck until you end up giving it some input? Second, what would be the best settings to use if I would like my cities to upgrade slowly on their own, but still give me the ability to contribute when I have time?

Low setting is hands off, they will upgrade automatically if you have it set to auto upgrade,you shouldn't have to add anything when on this setting.
Medium takes more work and you will need to add stuff.

Low is best if you don't want to micro manage ,but nice to have it on manual upgrade so you can see each level grow

Are you still able to contribute on the low setting, or is it literally hands-off?

Yes, that is fine - contribute!

Your settlers will put it to good use. If they can't use it they will give it back.
