Barter problem

Hi, all

Does anybody knows why I cant barter with some of my verdors? It mainy happens with general stores, armory, doctors etc are fine.
Even reassigning another settler does nothing
 
Game time, perhaps? Vendors don't work before 7am (I think -- maybe 8am) or after 8pm. Otherwise, there does seem to be an occasional glitch where a shop owner doesn't realize they own a shop. I think refreshing the plot sometimes fixes this.

Thanks I've known that for ages. I'll try refreshing plots though
 
What I found out recently is if I tell that vendor (in workshop mode) to go somewhere, away from the the store I can barter. They must be not at the store. Very weird
