Missing Foundations

Some of the plots in my RotC city plans have foundations that have vanished, often making them impossible for settlers to access. For example, the 2x2 industrial plot in Sanctuary has a concrete foundation that has completely disappeared.

I have switched some of these plots from ordinary industrial plots to advanced industrial plots but I'm not sure why this would make the foundations disappear. Refreshing the city plan didn't seem to rectify anything, so I'm kind of at a loss as to what to do next to address this.
 
Probably because a couple updates ago the foundations were removed from the plots so the change plot type feature, and other kool stuff to come, would function correctly.
You can turn the foundations back on in the holotape.

I definitely started this playthrough after the new foundation update. One day it was there and then it was gone.
 
I've attached a picture of the missing foundation. As I mentioned in my prior reply, I started this entire playthrough after the new foundation update. There used to be a 2x2 concrete foundation there and it initially had a regular industrial plot on it. I switched that plot to an advanced industrial plot, the 2x2 foundation remained. Then all of a sudden I return to my settlement and it's gone. My settlers cannot access it and it just looks bad and breaks my immersion.

Refreshing the city doesn't fix the problem. Scrapping the plot and refreshing the city doesn't fix the problem either. I'm also unable to scrap the city and rebuild the plot.

I tried that, the game wouldn't allow it because the build limit was reached. I raised the build limit in the manager holotape and couldn't get the foundation to place/snap properly.

Bad as I hate to say it... start at one end and scrap until you can get the foundation placed, then rebuild the plots.

Grab Place Everywhere and problem solved!!!
Hit F2 (surface snap off) and you can slide a foundation right under it!

Therefore you can highlight the plot, press =, then place a concrete or wood foundation, highlight that after placement then press 0 to move it to conform with the plot.

I tend to turn off most of the special keys in Place Everywhere because I’m always fumble-fingering them when I don’t actually want to change them, so I didn’t know about these two. Definitely going to turn them back on now, since i’ve run into this issue myself. Thanks for the info!
 
If you try city plan contest sometime, I found PE stuff like this to be crucial. Many things in project blueprint may not have snap points but this is totally understandable because this way it can have the pieces while not increasing file size, especially for the xbox since I hear Sim Settlements is up to 1GB on Xbox One and of course they're limited to 2GB. PE helps allow it to be pretty much a non issue after getting really comfortable with the hotkeys. My contest settlement would be nearly impossible without PE.

Hotkeys by default:
F8 - toggles "Place Everywhere" mode (if you enabled toggle in config)
F1 - toggles object snapping (you have to cancel current object if you have any selected, for this to work)
F2 - toggle ground and surface snapping
F3 - toggle workshop grid snapping
F5 - toggle out-of-workshop timeout
F6 - toggle storing clamped objects in workshop storage, when underlying object is scrapped or stored in workshop storage
F7 - lock/unlock hightlighted object selection. While selection locked, no other object will be hightlighted, when your move your aim on it.
INS - toggle extra objects selection.
F11 - change timescale to 0.01 (can be changed in config) while in buld mode
ALT - set object movement relative to player (by default) or global world axis

Numpad 0 - reset rotation angles X and Y to 0
Numpad 5 - remove 'tremor' effect
Numpad 2 - move outlined object down
Numpad 8 - move outlined object up
Numpad 4 - move outlined object left
Numpad 6 - move outlined object right
Numpad 7 - move outlined object to player
Numpad 9 - move outlined object from player
Numpad 1 - scale down oullined object by 10%
Numpad 3 - scale up outlined object by 10%
Numpad dot - reset scale of outlined object to 100%
Numpad minus - decrease rotation angle step
Numpad plus - increase rotation angle step
Numpad divide - decrease movement step
Numpad multiply - increase movement step
PgUp - increase scale step
PgDown - decrease scale step
Ctrl - change rotation axis.
Backspace - undo last precise movement/rotation/scaling action.
'=' - store outlined object position, rotation and scale info

This is incredibly helpful thanks! I read the nexus page but a few hotkeys I didn't really understand what they were for.

So do I NEED to have the script extender installed to make use of these hotkeys? I don't have it as I don't have any mods that require it right now. I also don't really know how to install it, I don't think it's up on the Nexus.

Quick & dirty! (btw do NOT follow Gophers video! It's out dated.)
Go to http://f4se.silverlock.org/
and grab the 7z archive

Extract it to your Fallout4 folder. (NOT the data folder)

Open your Fallout4 folder... find f4se_loader.exe

Right click & create shortcut, drag the new shortcut to your desktop.
Launch through the new shortcut.
 
Dang, I just wish the damn foundation was where it was supposed to be so I don't have to screw with all this.
