How To Resume City Plan After Taking Over Settlement

Hello,

I'm new to this forum, and maybe this has already been answered. I only have a couple of NPCs that I can use as a Leader but I have a bunch of settlements, after I got one settlement to Level 1 using the city plan and the local leader I took over the settlement so that I could use the leader to raise another settlement to Level 1. When I tired to bring the Leader back to the settlement and select the City Plan so that I could bring the first settlement to Level 2 the only way I could get it to work was to allow the settlers to scrap everything and start over from Level 0 again. If I just assign the leader without picking a City Plan then the progress stays at 0%.

Is there any way to assign a Leader and resume a previous City Plan without scrapping everything after you move the Leader to another settlement then move them back?

Amazing mod by the way it has made playing this game a lot more fun and less cumbersome.

Sorry, no — you can change leaders at level 0 or 3 without affecting city progress, but changing at 1 or 2 resets the city to 0. The good news is the settlers already have everything they need to build and upgrade to 1, so the process doesn’t take as long.
 
So, at the getting of 3 level I can send my leader to the next city, without any problems to the current one, right?
 
Have you tried a Leader Pack mod? Might help increase the amount avaliable to you, don't quote me on that though, i am just the Maid :)

I'm going to investigate such possibility. Sim Settlements so flexible program.:giver:
 
They are leader packs out there, I would read carefully though but I know I used a couple a while back and it did help
