I got rotc to create a couple of cities for me, but i'm running into problems. Tenpines bluff, coastal cottage, and outpost zimonja. All only got to about 10 people (or less) with barely enough room for 5-10 sims. Weird seeing mostly 'rooms' with only one out of 4 walls. Most don't even have plots in them. Or stairs that lead no where. And extreme overuse of 'place anywhere', overlayed several things in one spot like crazy. Tenpines is a nightmare to move around in, several sims getting stuck, one was behind a closed section and chain fence. I got stuck a few times myself. Also seems even though they are suppose to work on their own, they do not. Seems like they get these odd pauses. I look at the pip-boy once in a while, checking the settlements out, I see there is a problem there, I go there to find out why, suddenly they are working/building again. (barely enough to resolve the issue). Coastal cottage never bothered building any source for water. I had to add it myself, out of the building range. Also not enough beds for any of them. I added a double bed (2 sims) to each, except outpost zimonja. My 'managers' showed up in two of the towns, but not outpost zimonja. It shows i assigned someone, but they don't show up, and the sim desk says vacancy and needs a sim. outpost zimonja's recruiting antenna had no power, even though the plots do have power. I had to add power to turn it on.

And some of the plots seem to not work. At least if I choose them, nothing happens, while all the rest shows me a description of what they are.

Can you post a screenshot of the trouble areas? It is possible you have some kind of conflict preventing proper alignment of objects in the settlement.
 
I went to take picture, but it was night time, When I went to sleep to morning, I was automatically lifted into the air and my city upgraded and filled up the holes. That was at outpost zimonja. it buried one of my water pumps, which is pretty funny. The other towns seemed to have upgraded as well. The fence that held sims captive disappeared. I guess it's level 0 (or whatever you call it) that leaves things partly built, with many gaps until the next upgrade of the city. The plots I mentioned still do not show any message when chosen.
 
Indeed that´s lvl 0 or "skeleton lvl". No walls, missing plots, some floating things, no wáter or beds, but they will fill as the city upgrades.
The beacon having no power is normal too, all ítems from the city plan don´t need to be conected to the grid.

Oh and when you assign a líder he/she goes walking to the settlement so it may take a while until he appears around
 
the beacon wasn't normal. All other cities I had Rotc build, only outpost zimonja was not powered. All the rest had power. it was the light on it that shows on/off. All showed power except outpost zimonja. As for the city manager, the first never showed up after several days. the new one I assigned showed up the next time I loaded the game.
 
Have you checked if the radio signal was on? Or did you move it? I don´t remember if despite showing no power in ws mode it still Works.
And try looking for the leader with the tracking options if that helps
 
yes, i personally checked it. it was off, no lights on it at all, no radio signal. all other cities I let rotc build worked fine. I forgot to check after the city upgraded it it's still on or not. I personally put a generator beside it, beside the large antenna of outpost zimonja. If my generator is still there, i'll removed it, see if the city upgrade corrected the power for it.

As for the leader, as I explained, the first one never showed up, but the new one I selected, did show up on the next time I started the game. My work days, I can only play about an hour or two per day.
 
Tenpines is tough.....with rotc auto-build, there are only 10 settlers in mine as well. When it first started building, it put down Jose Cuervos Mole Rat Farm, the ginormous one. So big, it swallowed up 2 residential and 2 other gardens and spawned a bunch of pissed off mole rats. In the end I scrapped and placed something else, sadly the rebellious mole rats have been breeding underground like crazy and come up to wreak havoc.

But I digress, I don't think you should see much more than 10-12 in Tenpines, personally, it's just too small.

Just a heads up, if you are using Always Free (which you should, since Bad Neighbors has bugs and no support for SS2.0 or SS3.0), the Molerat Farm never builds unless you place it yourself. And switching to another farm should remove the rats respawning, but one user reported that they had to scrap the farm plot and place a new plot to actually stop them coming back (this doesn’t happen in my game, so I don’t know if it’s a mod conflict).

Well if it´s Off, there´s no radio signal and it has no power it is working fine :P
Do a city refresh and check again

And for the city leader, wich one was it and in what settlement? You could go where he was before to see if he´s still there
 
I went back to the outpost zimonja, the antenna moved my generator was connected to nothing, barely was able to scrap it (kinda buried). Found the new location, ZERO POWER. flipped the switch, obviously tells me there is no power. Connected 2 different generators to it...... ZERO POWER. I actually had to delete it and rebuild it in order to get it powered up.

As for teh city leader, Pretty sure it was suppose to be Nick for outpost zimonja. When I assigned Presley (whatever that minuteman guy's name) he showed up.

That huge mole rat farm was completely auto....i had never seen that plot before. after the initial foundation i left to do other things.....when i came back and saw it, i thought it was added landscape as part of the foundation because it was so damn big. then realize what it was, then further realized the settlers couldn't get into their homes. while it was entertaining on some level, i put some other agri-plot there, but some of the mole rats stuck around and breed. everyone once in a while, a settler will dispatch one.
 
see this is what happens when ppl don't put sim settlements first in the name, its somewhere else in the list and i forget about it.
The fomod name is "Sim Settlements Add-On Pack - Always Free MrJoseCuervo's All-In-One".
 
Weird. I have ran into ANOTHER problem. Coastal cottage is crashing if I try to delete/move or interact with anything. Seems it's recruitment beacon also has no power, I wanted to play with its switch..........crash.
