Can SS create a settlement that is completely uninhabited?

So I have never done anything with Spectacle.

Can I setup a managers desk there, assign one of my followers to be the leader and have them create everything entirely?

There is no one there at all, no settlers, no resources, nothing.
 
There are no city plan for spectacle at this time.

building a city will build a beacon so setlers will come and you need a settler to start the city
 
You are talking about ROTC, as uituit said, you have to have city plans for it, and at least one sim already there for it to automatically start to build a city.

So even if I send say half a dozen settlers there and set a city manager, because there is no city plan, nothing at all will get done?

I'm just looking for everything to be built on it's own(whether from a plan or whatever).
