(ROTC) Do the city maps use anything but scrap heaps for industry plots?

Hello all, I was just wondering if there were any industry plots that will be used when the city begins upgrading itself? I am running a 15+ settler for Sanctuary Hills using ROTC and all the industrial plots they build are the Scrap Heaps, and when I select the sensor it is the only option?

I have SS, IR, and ROTC, all downloaded and active and it has been bugging me?
 
You can switch them to anything you want and have loaded via the ASAM sensor on the pole
 
My issue is that you actually can't because the city maps are only using these SS plots even outside buildings and then limit what you can change the plan to or is this just a bug? I do have the option for different farms, it just seems that the industrial plots they build are only the scrap heaps.
 
Did you turn on designer's choice in the holotape for settlements? If so, change it back to random
 
With random you end up with a lot of interior plots that cant be entered because a bookshelf or something blocks the narrow door.

Edit. Also, random may still use a standard plot that cant be changed to an advanced industrial building preventing you from switching it to your desired building plan.

Im seeing the same thing in sanctuary on mine. Can only change them to battery or scrap. So now I have 1 battery and 3 or 4 scrap.
When I try to change them those are the only 2 options even though other advanced industrial are showing up in other place.
 
This depends on what addons you have - core SimS only has the scrap heap for the regular industrial. Advanced industrial plots aren’t included in the city plans that are available now, so that players wouldn’t need Industrial Revolution or addons to fill the plots. If you want to, you can scrap the regular industrial plots and replace them (can be a bit finicky in some places) with advanced industrial. This gives you all the IR choices back, and the plots will still count towards the city’s upgrade.

Something interesting IR doesn't seem to have any of it's options available in Sanctuary, I think this may be a load order bug so I am going to post it in the bug reports section and test some alternate load orders to see if it fixes the problem with no IR plots being available.
 
Yeah that was the problem but it has been corrected now. I think it was just a load order issue with ROTC overwriting what was available on the crafting menu.
 
Most of the plots in the core mod only have one building plan available as its assumed you would only have a few of each. The Commercial are an exception to cover the different shop types, and the Residential because I knew you'd need dozens of them so having only one model would have been horrendous.
