Please help.

Im playing on pc and i have got to the point where im in the concord civic access to speak with lupe after killing the gunners there. i went to speak with lupe and after her explaining that she was conscripted to the gunners by gunpoint she stopped talking and wouldnt say anything else. i tried to reload my game many times and i turned the game off and reloaded it but it still does the same thing. idk how to get past it.
