Fixed No plaques

Not sure about PC but on Xbox, there is a Place Anywhere aid item that allows configuration of the mod.
 
It is an Xbox only.

@d7urban I tried loading your save (SS, IR, Hud, and SMM) mods only and with my current play list of mods and also couldn't get any plaques to display. Both the read plaque ASAM sensor and R to read plaque on pole didn't work. Verified my save games worked with current mod play list and SS test mod list (SS, IR, Hud, and SMM).

@d7urban I did get the view plaques to start working again. However the steps will remove all Sim Settlement plots from the game, and you will need to go back to the Museum and reloot the City Manager 2078 Holotape and ASAM sensors.
1. Went into the root cellar (behind house in Sanctuary)
2. Saved Game
3. Exit to desktop.
4. Deactivated all mods in Nexus Mod Manager. (I only had Sim Settlements, Industrial Revolution, HUD Framework, and Settlement Menu Manager activated at the time).

5. Reloaded save
6. Waited one minute
7. Saved game
8. Exit to desktop
8. Reactivated Sim Settlements, Industrial Revolution, HUD Framework, and Settlement Menu Manager
10. Loaded last save.
11. Went to Museum, replayed City Manager 2078 Holotape and built as usual.

Not really sure what that means. I assume it means another mod or something broke your save game, but hopefully others here will have a better idea.
 
I found that NMM had lost track of the SS files, so they were still there even when NMM said that the mod was disabled. Deleted the files manually and downloaded SS again. I did this at step 4 in your list, and now everything seems to work!
