Solved Setup... Blank Trading Screens

So, I'll preface this by saying, this very well could be a mod conflict as I have a Metric Ton of mods installed (about 215 plugins), but I'm having an issue with the startup. When I go into the "Pick Settlements" and/or "Pick City Plans" trading screens, all I have are 2, blank, screens with none of either (Settlements/City Plans). Lmk of any potential fixes or known issues, thanks for any help provided. (It has worked in the past, but I wanted to start a new playthrough yesterday and couldn't get it to work.)

As you already know you should at least have the base ROTC city plans visible.
I suggest the normal drill:
1. Make sure Conqueror is installed correctly, manual install if needed
2. Make sure you have the 3n1 installed, manual install if needed
3. Make sure you have workshop framework installed and everything is up to date “current”
4. Reinstall or verify game install with steam
5. Disable all unnecessary mods before restarting the game
6. Enable the rest of your mods after the you have been able to complete the Conqueror install steps

It sounds like something isn’t installed correctly, wrong version, bad download or a required file is missing.
 
So, tried something... It has to be a mod conflict. With only the bare mods needed, it worked fine. When I tried one more time with all mods, nothing shows up and the Pick Settlements screen looks like this (picture below) and the city plan screen looks the same. Just wanted to put that out there. I should be good from here out as Ill just set it up with the bare mods (Sim Settlements pack, 3n1, conqueror, etc) and Start Me Up, then load in the rest of the mods after I load in.

What you did is what I would do. :ok

maybe hold off enabling conqueror until you can make a save then enable it?
Just so you could check all your UI mods?
Probably more a load order thing anyway. I say this as the next check is in the actual game. To see if all the plots show up in the plot section field?
