Question No settlers joining

I have no settlers joining in my settlement, it has been like this for a long time. What would cause that and is there any known fixes for this?

I have tried setting timescale to 99999 and waiting in developer cells, but settler count wont rise in any of my settlements.
I have also tried manually spawning settlers with mods and they won't work either.

More information will be needed to help diagnose this.
What sort of settlement is it? vanilla, outpost or vassal, city plan or none?
Do you have a working recruitment beacon?
How many settlers does it have already?
How many are unemployed?
How is the settlement for providing settler needs, such as happiness, food, water, & shelter?
Once those are checked there may then be mod load order issues, but I would want to check the basics first.
Regarding manually spawned settlers you need to go into workshop mode and assign them to your settlement after spawning them.
 
Most of my settlements are done with rotc city plans, except for one. I've been tracking mainly Starlight drive-in(not a city plan) - stays at 12 people and Hangmans Alley(city plan) - stays at 2 people.

I do have active recruitment beacon, I have even tried scrapping the beacon and the power supply and then rebuilding both with no success.

Settler counts mentioned above, but they both had 20ish people at some point earlier (I have settlers set as mortal so they die when they get attacked, this had no effect on recruiting before though)

0 settlers are unemployed

All needs should be taken care of, as sim settlements give max results on them (except the shelter score which is at 3)

I uploaded my load order on this post. And regarding manually spawned settlers, they never spawn (I was using a mod with a placeable object with a button which is supposed to spawn a sim settlements compatible settler)

Sounds like most of the easy answers are ruled out. There can be a noticeable slow down in recruitment once you start getting high overall populations, not that I know why that happens. The settler needs is easiest to see with the settlement hud (full bars) or even the vanilla figures at the top of the screen (nothing in red).
Spawning settlers can be done with a console command 'player.placeatme 00020593 x' (x being number of settlers required), then assign them using the workshop move command.
I don't use a lot of mods myself, so hopefully one of the forum's load order whisperers may be able to spot potential conflicts/ problems. There is a lot going on there, so could just be the system struggling to keep up.

I use excel sheets to manage that mod.
I might spawn in NPC’s using several methods in any game.
I would say just best to figure out what works best for you.

I have found, as said above that things can slow down or speed up “improve” as a game matures. I never see this as a glitch. When things like this happen to me my primary advice is “be patient.”
It might just be the engine telling you that there is enough going on.
I have fixed more issues in my FO4 games with that simple advice over “ANY” other method.

In a modded FO4 game, no matter how well prepared, organized and executed.
Idling and walking is the professional trick to a long and happy experience.
Do it before, needing to do it is a “good thing”
