Question Only some plots developed

Am new to 3-in-1 and Conqueror, and don't know if this is a bug or normal--or if I'm failing to do something right, but in my settlements (Sanctuary & RRocket) at day 6 of play, some plots are developed--mainly commercial, with functional vendors. There are also a few industrial; but all but one of 4-5 interior residential plots per settlement are either unfinished construction sites, or just empty with "vacancy" signs, after being placed 4-5 game days previously.

I'm building without a city manager.

Is this normal with residential plots? Am I missing something? Food, water, shelter, beds, defenses, power, happiness are all sky high for each settlement. I'm using multiple SS addons, and see that some plots will build at either rapid or "realistic" (whatever that means) rates. There's tons of building materials in the workbench, and the two settlements are linked by a provisioner.

just placed an outdoor residential plot, and it sprouted up instantly like a mushroom. While every interior remains unfinished.

Ok, the interior residentials at RR have sprouted. All is looking up!

Did you have realistic on initially? then switch? If you did, and those started building during realistic, they are trapped... I think it is 10 days.

If so, you can just enter workshop, pickup and just release the plot to rebuild.... should put you back into "rapid" mode... make sure realistic is OFF before you pickup and rebuild...

Thanks, MrCjohn. Realistic was never on. After a few more days in-game, two Sanctuary interior residentials opened; but another is still stuck at "for rent." Guess it's just stuck. I'll change the construction order and hopefully it'll reset.

It's odd, but not unrealistic, how some plots with all pre-reqs handy will start building immediately; while others will take many days.
 
Don't know if I can ask Conqueror questions here but:

1) As Minuteman, just got Oberland to join. Question is, how do I let the pre-planned city plan continue to develop? Or do I need to manually run the place now? I'd like to see what the contest entrant came up with.

2) How do I donate caps to the settlement? On the City Managers desk I see two interactive portals; but neither allows me to gift caps--only supplies. I'd like to just give them a pile of caps, link them with a provisioner, and see what the contest finalist came up with.
 
Within the city manager holotape there are a few conqueror related options. You might want to check that you have control vassals and allow vassals to develop turned on. When you select the drawer that brings up the donate supplies option, the donate caps should be there also. But you will need to have maintenance costs turned on to be able/ need to do so.
If you have plots that still have a for rent sign on them, that should mean that no one is assigned to them (in workshop mode the person marker will be red if unassigned). if you have a lot going on it can take the system a fair while to get around to assigning them. You'll also want to check to see if there are enough settlement occupants to need them and if auto-assignment is on.
 
Your realistic build times and jobs required are causing your issue. You can turn the job requirement on and off for housing.

Settlers will not move into a residential plot without having a job first.
When you get a new settler it takes them 3-4 days to build their new job site.
Then it will take them another 3-4 days to build their house.

When using realistic build times you need to have extra non-plot beds for when your plots upgrade because while they are upgrading you will have a bed shortage.
