Question Can you get more settlers in Vassals?

I have some open beds and work plots in a few of my Vassals with no one available to be assigned to them. I had all settlements pre-built.

Is it possible to either recruit via beacon or move settlers to your Vassals? Most of my Vassals are level 2 or 3 with high happiness and all needs met. Whenever I try to send from a non-raider affiliated settlement, none of my Vassals show up as an option.

Or is the only way to increase the working population by sending captured slaves?

You can take control of them through the holo with: Options > Gameplay > Conqueror > Control Vassals.
Once you do this the radio beacon already there will recruit.
When it fills up you can disable control again.
Bear in mind you are responsible for settlers needs as long as you have control.

Thanks for the response! I've been playing with Control Vassals enabled. Maybe I'm incorrect on there being open plots? Do there need to be any in order to recruit? Or should I give the old "turn it off then back on again" approach?
 
You should not have empty plots in a prebuild vassal as it gets populated during the prebuild. But even though they are not supposed to die when you run an assault sometimes a couple of settlers/civilians can get killed which leaves a couple of empty plots.
Now I've not put it to the test whether these will be replaced when you don't have control, but taking control through the holo will guarantee that they are.
