Fixed Jammer won't let me attack another settlement

I updated all the mods (3in1, WSF and Conqueror) including the latest Conqueror patch I saw when I logged in this morning. I had taken Finch Farm (at great cost, this was prior to the latest patch so civies were still "tanky"). I had 4 crew left and started recruiting. I now have 14, but Jammer says "Whoa! We don't have enough guys to do that, Boss!" when I try to opt for another attack.
 
Try sleeping in your main outpost for 24 hours, then wait a few minutes and try again. It might be that the method I'm using to calculate your recruits only works while you're in the area, in which case I'll have to reorganize some things.

EDIT: Someone on PC has this issue as well in another thread, so I can do some experiments with their save and figure out what's causing this.

FYI: This was after about 5 days of waiting between the intial attack and having enough recruits to stage another one. How many does an Outpost need at a minimum before Jammer is supposed to allow another attack?
 
You need a minimum of 5 guys to do an attack.

Jammer can recruit up to 5 a day from donations, and if you make him the leader of the outpost and build a recruitment beacon, his major trait guarantees one free recruit every day.
