I have been playing with Sim Settlement for a long time. Went on my game and sim settlements has gone of my mod list. When I add it and try to download it gives the message "Operation could not be completed".
It has disabled my other sim settlement mods. I play on Xbox one has anyone else had this problem or know a solution?
 
Not sure about SS disappearing but the download issue for Xbox has been going on basically since 76 launched. There are some videos you can google for with potential ways to get downloading to work but they seem pretty hit or miss to me. Seems like one will work but next time you try you can’t download again and the fix doesn’t work either.

The best fix I’ve found is starting another game and letting it load up then go back to Fallout, but that only works sometimes.

The true and horrible solution that works 100% of the time is to go to manage your game and delete the 2mg data file that is all your mods and then download them all again. Resorted to that a couple of times over the last couple months.

Try downloading SSLite if you were using SS before it ghosted. It's been a while, but the last time I updated SS I think I had this same problem: Hit update. Boom. Operation can't complete. But SS is gone from load order and all add-ons are deactivated. Scary shnizz.

Whenever I’ve updated SS all the addons deactivate even when it works right. Just FYI. Not sure if that is just Xbox crazy or what.

True. I only meant to try to highlight that the ghost in works seems to work its black magic mid upgrade: removes old version, deactivates addons, but doesn't add new version, and then you are not able to add SS back at all.

My memory is a bit poor because it's been a bit since I got burned, but after getting over the existential fear that my game was now fully and royally f*cked, I decided to try download the full version of SS. (I had been using Lite.) That download worked. Once it was installed, I deleted it and then was able to (re)install SS Lite.

This was a special pain in the ass because I think I had to first delete Wasteland Ventures to make room in my load order for SS full blown. At no point in this process was I certain any of this would work.

Did I mention the existential dread? I meant it.

I'm sort of afraid to update anything at the moment for fear that the version I've been using will ghost out, but the new version will "not complete it's operation." "Can't rollback, can't carry on" is my definition of "you are screwed."

I should prolly write a letter to Bethesda.
 
For some reason that only Mircosoft know, modding issues are not just related to the Fallout 4 world. I have no idea why the Xbox One suffers with such great issues as it actually runs on Windows 10 Core or if you have an early Xbox One version it ran on Windows 8 Core, but then I really just answered the problem didn't I:

This could be a download issue due to the fact that updating, still requires Xbox to Download, Uninstall/Install, and not being able to download, maybe the second time due to an error on the first because the system still thinks the mod exists and possible installed and other times its just down to Microsoft knowing how to build very stable things that never go wrong, but sometimes its just windows confusing me.

Try a stripout and reinstall (a pain but a clean start). Look here:

Do a Hard Reset.

However, first off, try to download any mod (Lets you know if downloading is possible), doesn't matter as they will soon be ejected in the the darkness of deleted mod land. If the download is successfull, then start the process above.

@bullyrook did point out that the download issue can be down to many reseans, hense the hard reset, between 8 and 9 above and thats why you try to download a mod first.

A key point for you to think about, Windows 8 or 10 core is a strip down of the PC version, optimized for smaller devices with or without a display that run on both ARM and x86/x64 devices, but Microsoft have been so kind to include all the annoying issues that come with the PC version, but more difficult to solve.

So don't forget your load order, often missed by Xbox One users and often the reason for game playing issues, or why the **** is my game messed up again. Not all mods are effected but some have specific requirements. In the PC world we use a program call LOOT (Load Order Optimisation Tool) but on Xbox One we use the thing called READING, worth a thought.
 
I've been having this issue, so I looked it up - and found a ton of posts on Reddit and forums and so on.

It is a Bethesda.net issue, and apparently started around the time that Fallout 76 went live, so make of that what you will.

There are a few things to try, and the most 'successful' is to do a hard reset on your XboxOne. That means holding the power button until it powers down, wait at least 10 seconds, then power up again. So far that has worked for me, although sometimes I've had to go through that cycle a couple of times to jump start mods being able to download.

That's fine, in part of the guide, just makes me wonder, after doing the first reset and it solves it, the data should be in the refreshed state, but having to do it muliple times, what would that change.

Feel more like Bethesda have made a huge mistake, but then, lets not forget Mircosoft, is Bill gates and Todd Howard seperated at birth?
