question will the new thing be added in to the all in one pack right away?
I think KG said in reply to a YouTube comment asking about if there will be a 4-in-1, that Conquerors will be kept separate. I'd like a 4-in-1/AIO for future expansions personally since I will always use everything, but it's a lot of time already that has to be spent on uploading on Nexus & Bethesda Net every patch. And for Xbox also, who need separate files for every update so they do not potentially get locked out by potentially hitting script limit which can happen if they were right at the limit and an update pushes them over-Have to delete your mod data from the XB1 in that case. Plus XB1 has Lite Versions too.

There will not be a 4-in-1. This is for a variety of technical reasons, as well as allowing people to opt out of Conqueror while still having a single file for the other 3, since maintaining a 3-in-1 and 4-in-1 separately is not feasible.

Will i see a different plan than the standard plan for Sanctuary, i an using SS basic right now
testing out the Supply shack mod. And have noticed that i can build a planners desk even with
SS alone(no addons).

The desk is buildable no matter what. Some of the City Plans may be buildable without RotC, but its not advisable as certain assets are missing and can crash your game if it tries to build them. RotC is very small, so if you'd like to use the City Plans, I recommend adding it.

Got it thanks, Is I will build it myself the same thing as bypassing the city plan? I manualy lay plots
and then wait for auto assign if turned on?

If you are just building plots yourself, then you aren't using City Plans, and therefore will not need RotC.
