Please post bugs specific to Rise of the Commonwealth and Somerville Place in this thread.
 
Not a bug with SS, per se, but it appears as though the city planning system still won't do anything with children, is that right? The two kids at Sommerville Place have no houses and no jobs.

Only children added in by mods are supported, vanilla children are not.

If you build vanilla beds "after" the adults have homes, the kids will auto assign and use them. Jobs, they will use the 2x2 agi plots... but that is very hit & miss.
 
On PC you can also,
open the console, click on one and run, setpv bcommandable 1
You must leave the settlement for the change to be applied. But then they will auto assign to jobs & homes. They can't "use" them but at least they're assigned and not dragging down your stats.
Edit: You can then also manually assign them to things to do. ie 2x2 agi plots.
 
click unassignable NPC in console.

setpv bCommandable 1
setpv bAllowMove 1
setpv bAllowCaravan 1
addkeyword WorkshopAllowCommand
addkeyword WorkshopAllowMove
addkeyword WorkshopAllowCommand

This should make them assignable, commandable, and moveable between settlements immediately without the need for a quick travel in between. it also should more or less continue to stick on game reload.
 
setpv is permanent and carried through the play through.
 
Make txt file in fallout 4 directory called "assign.txt"
Copy that command list into it and save it.

Now I wander the world looking for settlement NPCs that I cannot command, highlight them in console and then type "bat assign"

They are my minions.
 
There is also an internal residential plot that doesn't line up correctly with the subsequent built area around it. It is a minor issue, and easily moved to the right spot, but just for reference. I'll try to grab a screenshot of it later if I get it started again.
 
Gen 3 Synths are humans for all intents and purposes. If you cut them, do they not bleed?

If you launch them from a junk jet into a brick wall, do they not splat?

The ones in my settlements stand around mooing with the rest of the settlers...

Seems legit...
