I'm a terrible person (City Plans with forbidden mods)

Hi y'all. So, first time layout creator here. I read all about the known issues, and I know there are certain mods I shouldn't use, like scrap mods and build area extension mods... And yet, I went and used them. I know, it's horrible, and I won't blame you if you can't help me, but will appreciate it if I could get some cues at least!

I'm having issues importing my city plan after having exported it, created an ESP file for it, and enabled the file in Mods (tried both directly in game and using Vortex)

And I made a large covenant settlement:

Took a couple weeks...

The layout import/export was actually working for me when the citadel was about 50% built, but now that it's done it won't work, all I get is this no matter how long I wait:

My ESP file is 368 KB while the export log I used to create it was 1.86 MB, and I used my own scrap profiles this time as well. Could it be that it simply is too big?
Any help or idea for troubleshooting would be nice. I know this will never enter a contest but would be nice to make it available for people on Nexus.

What are you trying to create here? A SS2 City Plan or a WSFW Layout?

It sounds to me like you exported a settlement, created a city plan using the city plan web tool and are trying to import it as a settlement layout. These are 2 different systems. I'm willing to bet that if you build a city planner's desk, you would be able to build it as a city plan. A WSFW settlement layout export can be used to create either a WSFW layout esp or a SS2 city plan esp.

@msalaba thanks for your reply! Like you guessed, the first time I "exported" and "imported" my settlement build, I was just using a layout.

Now, I was trying to create a city plan (using https://www.simsettlements.com/tools/cpV2maker.php) and indeed was expecting the city plan to also be importable from the workbench, so I see the error of my ways!

Upon seeing your reply I ran to the City Planner's Desk -> Manage City, however my city plan does not show up. All I see is the "[SS2] Covenant Basics" city plan (by Strong Swanson).

I did set these gameplay options:
  • City Building > Leader Requirement: OFF
  • Costs > Construction Costs: Plot: OFF
  • Costs > Startup Costs: City Plan: OFF
I really look forward to be able to create this city plan to be selected at the City Planner's Desk.

But for now, thanks to your clarifications I was able to go back to the layout creator tool to create a working ESP file for this, which does work when imported at the workbench. I've published it here:

You may want to take a look at the wiki on creating a city plan. I have not done this so I'm not much help here. :scratchhead

Thanks! I'll keep tinkering and looking at the wiki and will post here later.

1. This is the Layout creator https://www.simsettlements.com/tools/layoutcreator.php. I recommend using layouts if it's only a single level plan.
2. You are going to have to create your own scrap and baseline profiles to use while creating the layout. Only vanilla profiles are automatically added when you create the plan. These profiles are essential for every plan but because you are using mods that alter scrap and the settlement size you will have to manually add the profiles.
3.Those mods will be hard requirements if you want to share that layout.
4. Don't even consider building in Taffington with a build of that size in Covenant.

Thanks for the comments, I'll stick to the layout then.
Yeah, I'm using a custom baseline and scrap profile already, I'm surprised how well those have worked so far!
I will try to reduce the number of required mods in future versions, but yeah the building area expansion mod will always be a hard requirement as well as SS2... And Snappy since I use it so much.
Good idea about Taffington, I had already built something there (minimal as it was just a test to see what the mayor would build unattended) but I think I'll load the layout in an earlier save and ignore Taffington completely. I'll add that recommendation in the mod.
 
@Phil_T_Casual after mulling over it I think I'll make a different version of that build which doesn't require the extension mod, I'll just remove all the plots and assignable objects outside of the vanilla threshold. On that version only Snappy will be an extra requirement.

Not many people will want to use a mod that has a mod requirement that is said not to be used by the powers that be. Settlement extention mods are a no with city plans.
I know some of my plans will have lists of hard needs but nothing that the mod authors say are a no go.

Agree with this completely, but am also often amazed at the traffic some Transfer Settlements blueprints get on nexus that have a plethora of mods I wouldn't touch.
